[BBCB-Mail] Daylight Savings Time change in the U.S.

Because this is the first time I've heard of this change, I'm passing
it on to all my mailing lists. It came up on the Finale music
engraving list, where folks were concerned about whether their
computers would freak out at the change. Apologies for duplications.
It's also a great example of things that can be added to large
congressional bills without anyone knowing about them! Reset your
calendars. (U.S. only, of course.)
